A historic flash flood yesterday hit a New Mexico mountain community that was ravaged by wildfires last year, as the search for Texas flood victims continued. 

In New Mexico: A man and two children were killed in the rushing floodwaters of the Rio Ruidoso, which rose to a record-breaking 20 feet, sweeping away homes and roads. Up to 60 were rescued and investigations are underway. See the video. [NBC News]

"FEMA’s maps are essential tools for identifying flood risks, but they have significant gaps that limit their effectiveness.

 

One major limitation is that they don’t consider flooding driven by intense bursts of rain. The maps primarily focus on river channels and coastal flooding, largely excluding the risk of flash flooding, particularly along smaller waterways such as streams, creeks and tributaries.

This limitation has become more important in recent years due to climate change. Rising global temperatures can result in more frequent extreme downpours, leaving more areas vulnerable to flooding, yet unmapped by FEMA."

Back in the nineties, was  with A CUSULTANT co CPSI a programming firm, we got a strange request for drivers......van drivers. A Louisiana enginering co had won a bid to survey the Trintiy River flood plains. WOW what an eye opener. There were  homes, bussinesses , streets, and other structues all though the flood plains. 

We had no reporting functions but did find out all of thses guys were in jepordy if we had a good one here. I would venture to say all ignored the worning and there are more of um.RR

River flood plains. SURVEYS. A LOT OF THE INFORMATION IS YEARS OLD. THEY REVIEW WHAT HAS HAPPENDED IN THE PASS. NOT CURRENT INFORMATION. NEW ROADS, HOMES , BUSINESSES, 

HOW DEEP THE RIVER IS, COMPAIRED TO HOW IT IS NOW. I CAN REMEMBER TIMES DOING A RIVER CROSSINGS WITH  MILITARY EQUIPMENT NO PROBLEM. EACH TIME YOU CROSS IT MAKES THE RIVER MOVE THE EARTH . WHEN IT RAINSTORM THE . NO TELLING WHAT WILL HAPPEN. LOOK AT NEW MEXICO THE FIRES LAST YEAR CAUSED FLOODING . NOTHING TO HOLD THE WALTER BACK OR SLOW IT DOWN. RIGHT HERE  WHERE I LIVE. STREET'S GET FLOODED, THE DRAING CANT HANDLE ALL THE WALTER AT ONE TIME. CARS ARE BUILT LOWER TO THE GROUND NOW DAY'S THEN SOME SOB DRIVING TO FAST DIVES OR TRIES TO GO THROUGH IT . VEHICLES STOPS. 

BACK TO TEXAS FLOOD. SEVERAL FACTOR IN IT. YES THE AMOUNT OF RAIN. THE DRAIN SYSTEM FROM THE SURROUNDING AREAS DRAIN SYSTEM  THE WALTER HAS TO GO SOME WHERE. POOR PLANDING AN CURRENT WARRING SYSTEMS. A VOLUNTEER FIRE DEPARTMENT WENT TO WORK. PULLED A LADY OUT OF HER CAR .

Of the 8 items listed Laziness Kills Ambition etc.  In construction “hesitation kills action, in construction, is one of the most important.  So many projects are slowed down because a person doesn’t make a decision.

Question: With all the talk of the US making so much $ via Trump's tariffs, who actually pays the money, who collects it and where does it go?

Is it paid by the maker/seller (say in China for TV sets), the shipper from China to the US, the one who unloads the shipment at a dock in L.A., the one who transports the shipment from the dock to the buyer, or the one who buys the shipment? Or?

What agency collects the money and what does the government do with the money?

I've heard most often it is the  US importer who pays the tax, oops, tariff.  Right, wrong?

The WH does not seem to talk about this. Or maybe I just missed it.  Imagine that.
